BRAZIL - HOME OF WILTSHIRE'S RUBBISH

It all started when Swindon Council signed up with Worldwide Biorecyclables, a small organisation newly created by local Brazilian immigrants, to sell materials for recycling and this was followed last year when Worldwide Biorecyclables (the small organisation newly created by local Brazilian immigrants) began a trial contract with Wiltshire County Council and Hills Waste Solutions (Wiltshire’s partner operating recycling centres across the county) to recycle plastics.

Mr da Costa of Worldwide Biorecyclables (the small organisation newly created by local Brazilian immigrants) is understood to have said that his company simply processed plastic collected by British companies for export to Brazil. “I have a contract with the UK supplier of refuse that it is just plastic,” he told BBC Brazil.

Worldwide Biorecyclables (the small organisation newly created by local Brazilian immigrants) being a ‘low risk’ recycling operation benefited from minimal (seemingly no) scrutiny by the Environment Agency.

Hills Waste Solutions (a large well established accountable company) has been convicted four times of pollution offences, two of them last year; the first two convictions under the company’s previous name, Hills Mineral and Waste; however in the main these were for landfill leachate offences which are a million miles away from ‘illegal’ export of hazardous/clinical waste.

Hills Waste said: “At no time have we or Wiltshire Council supplied Worldwide Biorecyclables with hazardous waste for disposal.”

There is no evidence that any of the 1,400 tonnes of waste sent to Brazil, which allegedly included a small amount of weee, toilet seats and clinical waste, came from recycling centres operated by Hills’ where the public deposit recyclable waste and as such, why Hills has been put under the spotlight is strange or naïve?

The responsible parties are Worldwide Biorecyclables ‘company simply processed plastic’ – it clearly didn’t process anything. Allowing contamination of that nature means it went through no checks making Worldwide Biorecyclables (the small organisation newly created by local Brazilian immigrants) negligent together with the Environment Agency for not having any interest in the export of this volume of waste.

If anything I have respect for Mr da Costa for being the co-founder of the small organisation newly created by local Brazilian immigrants that signed up two governmental bodies both of whom have a ‘Duty of Care’ responsibility to ensure compliant disposal/recycling of waste - Swindon Council and Wiltshire County Council and arranged the shipment of 89 shipping containers of rubbish to Brazil without any scrutiny by anyone in Britain – he’s not laughing – they’re laughable!

Under section 34 of the Environmental Protection Act 1990 both Swindon and Wiltshire Councils share a cradle to grave responsibility for the disposal/recycling of waste collected by/delivered to their care. Don’t blame Hills, blame the stupid Council arseholes that put their recycling in the hands of the small organisation newly created by local Brazilian immigrants – no disrespect to Brazilian immigrants intended.
