If you get reports of a child being beaten, consistently bruised, in pain, with broken limbs; do nothing, the parents have rights.

All agencies can pat themselves on the back for their respect for the parent’s rights. Just because the man guilty of Child ‘P’s death was known to have put frogs out with chloroform, broken all their bones and then reawakened them to gloat at the way they writhed; it doesn’t mean he didn’t have rights!
If only the battered kid had managed to get a heroin habit he’d have been looked after.
