Whether Mark Moon (General Manager – Place and Neighbourhood Services @ Wokingham Borough Council) is worth his annual salary of £127’213.00 or not will become apparent post April following the implementation of the anti competitive, legislation contravening mini waste sack scheme.
Realisation by the residents of the borough that their Wokingham Borough Council specified little thin rubbish receptacles (only available from Wokingham Borough Council) will take them to December 2012 or January 2013 thus necessitating the purchase of additional waste collection (and disposal) services over and above the Council Tax will, if the council is lucky, be a muted affair.
A typical household currently filling one sack of domestic waste per week will at best only get nine months worth of waste services from WBC under their new scheme using their smaller bags (based upon the supply of a thin 75 litre sack, (18-25 microns) and allowing for 10% of sacks being damaged preventing their use).
Wokingham Borough Council will be charging £0.40 for every little sack purchased – this is over and above what each household has paid in Council Tax.

WBC STEALTH TAXING THE PUBLIC
Despite having no local support for the idea in the borough and in the face of opposition from Caroline Spelman in charge of the Department for Environment, Food and Rural Affairs, Peter Baveystock, head of waste and recycling at Wokingham Borough Council has decided to stick two fingers up to the people of Wokingham and press on with WBC’s illegal, ill advised and unwanted waste plans in 2012.
All councils have already been warned by Central Government against the concept of limiting the amount of waste a household can produce a year before operating a sack supply monopoly forcing people to buy sacks from the council or they will refuse to collect sacks supplied by anyone else – MONOPOLY.
Section 46 of the Environmental Protection Act 1990 allows a council to specify the type of container a waste should be placed in but not who supplies it.
In order to get round the law – namely Schedule 2 of the Controlled Waste Regulations under which a council cannot charge for normal domestic non recyclable waste, Wokingham Borough Council is pretending that the charge for the sack is not for waste disposal, instead it’s for the undersized thin sack, the printing and delivery? This shows no respect for the legislation and treats the public like a bunch of idiots.
As explained on this blog before – simply do not accept the council’s skinny, mini sacks and state that you will buy from elsewhere and use as many as required each year.
Please contact Pete yourself and tell him that you do not like monopolies.

COUNCIL WASTE PLANS ILLEGAL
Under the terms of The Controlled Waste Regulations 1992 – Schedule 2, there are various types of household waste for which a charge for collection may be made.
General waste or unrecyclable domestic waste is not on the list until April when the latest update allows an authority to classify household waste from a property belonging to a university, school etc to be chargeable – this still does not cover unrecyclable domestic waste from a private dwelling.
Wokingham Borough Council’s plan to give households 80 sacks per annum or 1.5 sacks per week for general waste and when used up the household will have to pay for any additional sacks is wrong, unfair and illegal.
If a household produces four sacks of segregated plastic bottles, aluminium drinks cans, paper and cardboard per week and in addition a further three sacks of non recyclable waste such as food contaminated packaging, used paper towels etc, what right does WBC have to fine or tax that household for producing ‘too much’ waste?
WBC is acting illegally and against its obligations under the Environmental Protection Act 1990 and the countless amendments thereafter.

WBC TALKS RUBBISH
Wokingham Borough Council; the Council that time forgot, has announced their bullshit plans for the future of waste management in the Borough.
Governed by their French highly unionised waste collector SITA, WBC has invented a marvellous excuse for remaining one of the only waste collectors outside of Sub-Saharan Africa not to adopt the cutting edge technology of the wheelie bin – they’re ugly and are a blot on the landscape?
Even more amusing crap has come from Peter Baveystock’s mouth (WBC Waste & Not Much Recycling Manager) with the excuse that they will not recycle Tetra Pak containers or glass because the way they’re recycled is not environmentally friendly - where did that shit come from? What he really means is that SITA doesn’t have the vehicles to do it in.
Despite the Councils incompetence in the recycling field necessitating residents of the borough to landfill glass, WBC is also going to restrict households to one and a half sacks of waste per week and confirmed there will be no Council Tax reduction for this reduction in service.
In answer to concerns that excessive packaging makes the 1.5 sack restriction impractical, Pete Baveystock (WBC Waste & Not Much Recycling Manager) has told residents to unpack their groceries at the supermarket checkout and leave it there – what an arse.
Meanwhile, the greenest of waste will now be charged for @ £5.00 per month but WBC make no apologies for that as they don’t really want to collect it anyway.
