It is a duty of every Borough and County Council to obtain/supply the best available goods and services at the best and most competitive rates; one example of this is known as the BATNEEC principle ‘Best Available Technology Not Exceeding Excessive Cost’.

Is it acceptable to deploy a BATNEEC type principle when it indirectly either pushes down quality to questionable sources such as feeding fluffy little dead ponies as lasagne to school children and prisoners or where it leads to the purchase of services from a supplier operating at non competitive rates in a group with massive debts?

That has to be a ‘NO’ even for a Conservative Council.

In our case, domestic waste from people in Wokingham is not collected by a British waste company. The winner of the tender process, Veolia, which is very French supposedly offered a more cost effective option to collect waste than any British company (I assume there is one capable?). Veolia currently has operating debts of around 14 billion Euros.

The waste is delivered to RE3. The commercial partner and winner of the tender process (I assume there was one), FCC, which is very Spanish supposedly offered a more cost effective option than any British company. FCC currently has write-down’s and restructuring provisions of around 1.1 billion (1,146 million) Euros.

Unfortunately, this is where the trail goes cold. Not even Cllr Angus Ross knows whether RE3 then takes the waste to ‘the energy from waste plant’ at Colnbrook where landfill tax does not apply, or to landfill where it does @ £72.00 per tonne post April 2013?
