As detailed previously, Wokingham Borough Council may only charge for the collection of certain items of household waste based upon specific waste or originator type as defined under Schedule 2 of the Controlled Waste Regulations 1992 – they may not charge for the disposal of said waste.
National Government (Defra) is reviewing CWR to close the loophole allowing certain organisations such as so called charities (private schools and the like), prisons and hospitals getting the tax payer to effectively pick up the tab for the disposal of their waste as the disposal element of waste handling is now considerably more than the transportation of it.
None of the existing or draft legislation allows Wokingham Smartarse Borough Council to charge for domestic waste regardless of overall volume (produced per annum).

What benefit is there to us that independent schools and colleges are allowed to have tax free charitable status?
With some charging £29,000 a year per pupil and owning their own golf courses, Olympic size swimming pools and packs of beagles, the benefit to us poor commoners is hard to understand.
In addition to the tax breaks, some of these elitist establishments are now going one further and demanding their local councils dispose of their waste at the tax payers’ expense – that’s the same tax payer who can’t afford to send their child to the college. This bizarrely is currently allowed for under Schedule 2 of the Controlled Waste Regulations 1992.
Should it not be only fair and proper that any fee paying so called charity school or college that even requests that the tax payer should pay for their waste disposal should be named and shamed?
